Buffing will eliminate the white appearance and be much less noticable. When clearcoat is scratched, it becomes opaque or white. Buffing can restore the clear appearance but if it's that deep, you will run out of clear before you totally eliminate the scratch. Typically, if you can catch it with your fingernail it is too deep to completely eliminate. Factory clearcoat is really thin.
To get rid of it completely, it could be spotted in. A light sanding in the damaged area and if it doesn't break through the clear it could just be spot clearcoated. I wouldn't have attempted that in the past but PPG came out with some really good blending solvent.
