Default Stupid emission test in less than 2years

Well my superbe Quebec gourvenement is gonna vote a new law that will be operational in january 2013.All vehicule that are 8 years old and more will need a safety mechanical test and a e-test(emission) every 2 years.I dont care about the mechanical test since my c5z is always top shape on this side.Im worried about the e-test...

Right now i got a 383 (11:1 CR) stroker with PRC LS6 2.5 with a 240/244 cam.Also got all the supporting mods: Fast 90/90,lt headers,x-pipe,vararam.Its obvious that it cannot pass the e-test in this form.Even with a catted stock h-pipe it will fail the test So im wondering what would be my option???

-Do i sell everything and put back a stock ls6 in it and try to live with it?(boring)

-Do i sell the entire car and forget my interest in cars?(totally boring)

-Can i put a small cam and with a real fabbed catted(2 full unit on each side since my 01 came with pup cat and cat) x-pipe and be able to pass emission test?

-If i can past e-test with a small cam or even the stock one,could i put something like a A&A V3 SI trim KIT at around 6-8 psi(not much more because of my CR).This setup would give me power and maybe pass the test???

What do you all think,i would rather sell everything in the first place instead of buy a 5k$ kit plus a cam change and still not be able to pass emission.It would be a big waste of money In all those option my headders stay on the car since they dont care about the location of the cats.Has long has the emission are ok.

The good news is that i got one year to see what i can do ,but i need serious help here.

Do the test the tailpipe emissions or the OBD port only?

In Ontario, we alreaday have this. My 97 just passed last month with flying colours. Prior to my Corvette, I had a 2004 supercharged Impala which did not pass. How they have it in Ontario is that if the vehicle was to fail, and you are just trying to renew your plate and not buying/selling the car, you apply for what they call the "Repair Cost Limit". Once the vehicle fails, a mechanic would have to do a diagnostic as to why the car failed. From there, he will make a list of what needs to be done to make the car pass. If the repairs will exceed $450 (diagnostic included) the car does not have to pass and you can get a "Conditional Pass" which will be good for another two years. The tech just needs to run the test again to show it still failed which is half price if you go to the same place where the original test was done. Thats at least the way they have it setup in Ontario but not sure if Quebec will follow the same procedures. Best of luck!

I would be writing to the legislators there to insure provisions are made for cars that already have mods done to them prior to the implementation of the laws. On the smog side of things, I was born in California and I remember all too well how bad the air was there. We use to make fun of it by saying we could cut the air with a knife. The smog laws there are really tough and most of us don't like them but they are in fact, working.

I can tell you personally that you don't want smog there in your beautiful country as we had there in Calif.. Its not fun to look at and it hurts to breathe. I'm not for the laws and not against them either. What I would think is prudent is to control those people whom are bellowing smoke behind them everywhere they go because they don't want to spend the money to make their engines run correctly or efficiently.

You must first find out what the test involves. Sniffer, visual and/or OBDII port check?

In Ontario, they use a sniffer but are talking about changing to an ODBII port check to see if the computer says the car has passed all the internal emissions checks.

In Ontario, Frank mentioned the conditional pass but that is only a 1-time thing so you have to get it to pass in 2 years or sell it. My car passed with high-flow cats on it no problem but it's stock internally. Stupidly enough, the S10 I had passed 2 times with the CEL still on due to the tank evap system not working. What the OBDII system or the CEL says doesn't matter as long as the gas cap seal is good and the vehicle passes the sniffer test. So, you really need to find out what will be tested so you can figure out how to make the car pass.

If it's a sniffer test, then you need to have cats and not be too wild on the cam and it will pass with the proper tuning. If it's an OBDII port check, then you will likely have to install cats, then get the AIR system and the rear O2's working again so you can drive it until the computer shows it's passed the different emmissions tests.

How many cars below smoke anymore? How many accidents are caused by unsafe cars? (answer, almost none, or a very, very low percentage of cars) And if they do, they don't usually go for two years in that condition, which means you would have to check cars every several months to make a difference. Consumers wil be wasting time, gas and money on needless repairs caused by a coalition of empty headed environmentalists and corrupt industry opperators.

Maybe they are just trying to catch the knotheads that remove their catalytic converters on the street.

In Ontario they are switching frmo a sniffer test to a obd2 port test in 2013.I still dont know if it will be a sniffer test or a obd2 port test here.The law will be effective in 2013 and since Quebec mainly copying law from ontario ,i hope that it will be an obd2 port test.

With the obd2 test if you're not throwing codes it will generally pass. There's a way to fool the computer by adjusting the values of the rear 02 sensors so you don't have to run cats.

If Quebec is looking at doing a mechanical safety test as part of a regular vehicle inspection I would worry. That is a cost that you really don't need and it is another example of government getting involved in peoples daily lives. You might think that it isn't a big deal but someone doing the inspection could find something small and take the vehicle off the road. Not good!

Ontario emissions tests are really old ways of doing the tests. I believe they started back in 1995?? and I am told that the computers used run on Windows 95. I bet the government will update the emissions testing to make them more strict in an effort to sell more hybrids and electric cars.

If you dont run cats and have E85 available dump 5 gallons in when close to empty and go get the sniffer test (just dont do any WOT driving with the E85 in there). You might throw a lean code eventually so get the test done quickly first start up and drive right over. I know many cars with no cats that pass sniffer test with E85.
The smog tech asked me how the hell my car blew absolutely clean and I said E85 buddy. He's like is that why it smells like that?

I agree with you. Here where I live now, there are no smog tests or safety checks. I'm happy with that but I do see a car about once every other week or so that is billowing smoke. I see a lot more cars driving down the road that should have been dropped off at the local wrecking yard. Now for all those that say, "hey, the dude lives in Arkansas so what does he expect?" Truthfully, there are a lot of very nice cars driving around in very good to new condition all the time. Very few junkers out there. Surprisingly, there are a lot of Corvettes in perfect condition and lots of Cadi's.

I disagree. There are many POS cars driving out there that run like crap and pollute terribly BUT they are cars that are old enough they dont require testing anymore. While I really dont care whats out there driving/polluting, the smog checks are a scam for the government getting peoples money. Very few % of cars fail smog check and even when they do its usually a visual fail even though they pass sniffer test. Ef they fawil a sniffer its not by much anyway as well.
There are many ways to cheat o na smog check. It isnt too hard to find someone to push it through for some extra cash.

Safety checks should be performed for every car out there no matter what year it is because most people that own cars dont have a clue how to fix them or even know when something isnt working on them safety wise such as brake lights, turn signals and such. People have to be told what to do because most arent bright enough to figure it out on their own when it comes to cars.

That sucks.. I hope they go to a OBD2 test for you.

If I ever move back to Nova Scotia I sure hope they don't do these tail pipe tests. OBD2 is ok as I pass in Texas.

Here in Houston, we have to pass safety every year, and smog each year until the car is 25 years old or older. Just the way it is.

Thats why we need a nanny state so the 98% can take care of the2% of morons (actually probably 25%) Having been in the industry for years, I can assure you that safety inspections are a scam and that most of the repairs are needless, at least as far as safety, basically welfare for the car repair industry and dealers (they actually are who funds these initatives). Far more accidents are caused by people not using their turn signals than cars with bad turn signals. Maybe we should require safety inspections on drivers since they cause most of the accidents.

Im probably gonna assemble an custom x-pipe with at least 2 cats(not high flow one) on each side...maybe 3
