Default fog lights install

So im assuming the previous owner tried to install/did install fog lights. I have no idea what is required or what the previous owner has done. it looks like a fuse box or relay. it has wires going down to where the fog lights would go then splits into two sets of wires so it can go to the different fog lights. it also has one wire going to blinker/hazard light im assuming when those are on so are the fogs...? I also have the plastic housing to hold the fog lights. I DO NOT have the bunton switch next to the trunk bunton in the interior.

Im just trying to figure out where im at, what im looking for, is it safe so im not blowing fuses or destroying my battery... I saw Mark's corvette site that had a how to on the fog lights along with many other do it yourself stuff but since then the fog light has been taken down...

any help would help!

and theres a video better show what i was taking about

Based on your description I'm having a little bit of a hard time picturing what the harness in question goes to. If it does power your side markers and turn signals/drls I'm thinking the stock wiring may have had a problem somewhere and instead of fixing it he just ran new wiring... Fog lights or strobe lights are another possibility. Can you see if anything was previously mounted where the fog lights go or are there any aftermarket switches in the car that don't function now?

If the harness isn't wired into anything else it could just be a battery relay harness (which SHOULD be used on HID installs on these cars because HID conversions are typically pretty unreliable in the C5 without them from my experience) that used to power low beam HID bulbs that were removed before you bought it...
