I have a oil leak on my C5.... I have takken it to one shop and they said it was the Oil Pan gasket ,, but I have heard the gaskets were very tough and that it may need to be torqued down ... Any suggestions>>> (The oil is dripping around the filter)

It's doubtful you'll be able to turn the bolts much (unless they've come loose which is unlikely) without risk of stripping the threads in the aluminum block. Check to see if they are snug but I wouldn't go further.
If the shop ID'd the pan gasket as the leak point it's hard to argue. I'm sure they checked to make sure the filter was tight?
Another remote possibility... is the oil pressure gauge working? If it's not... they often fail and on rare occasion can leak oil down the bell housing from their location at the top rear of the block (behind the intake).
Oil can also travel a long way while the car is moving, and spread/accumulate away from the actual source of the leak. I would get some kind of cleaner, clean it off as much as possible, go for a drive, and then check for the leak source again.
Not that I don't trust shops or anything ... but.... nope, don't trust them.
