In Missouri, if your car is 4 years old or older and has been driven less than 12,000 miles between biennial inspections, you can apply for an Emission Exemption. A Safety Inspection is still required.
To get the exemption, go to the Missouri DMV site, print out the Mileage-Based Exemption Request (form MO 780-1972(10-10).
Get the car safety inspected and then complete the above form and mail/fax the form, a copy of the current Safety Inspection and a copy of the previous one, to the local Mo Department of Natural Resources office. The address and phone no. is on the request form. You can call them to get the fax no.
I have 2 cars in this category and have gotten the exemption(s) for several years. Saves a few bucks and the hassle.
What's the big deal anyway? It take me 5 minutes to do the emission test in IL. and I know before I even go if it will pass or not by plugging in my scanner and seeing if the all the tests they look at are OK. Less of a PIA than going to the airport anymore.
