I'm confused, dealer says there is a fuel filter in the fuel pump, and no inline filter. I was under the impression theat normal tunes ups include plugs, wires ,fuel filters and PVC replacement. So they skip that on tune ups?
I"m amazed a dealer told you that. This further confirms so much. I'm not aware of any filters inside the pump. There is one bolted to the inside of the drivers side frame rail. It's reasonably easy to get to and reasonable easy to replace with your standard fuel line replacement tool. I used a WIX unit, PN 33737. Skip the dealer - mine was $32 to my door. Search fuel filters and most here will recommend WIX brand.

Incorrect, 2004 models came equipped with the FFV fuel system which places the fuel filter in the tank. Get your facts straight before posting recommendations.

Under normal conditions, an 04 should not require a replacement fuel pump filter.
If the fuel pump ever needs replacing, replace the filter along with the pump at that time.
IMHO, GM's search for cutting every corner they can. My '99 FRC has the frame filter. On my '05 Avalanche it is in the tank. It's actually SO ridiculous, that on the truck, when a fuel return check valve in the pump went bad a year ago (caused hard starting), they had to replace the entire fuel tank. Less parts=cheaper and less costly to assemble=more profit.
Agree-to a point. I fully understand profit margin, but GM, and a lot of other manufacturers have cut so many corners (many think to be able to pay for the legacy costs of labor/benefits-some believe upwards of $5000 per vehicle average) that quality has suffered. But that's a discussion for another day. To have to replace a $800 fuel tank for a $10 check valve is pretty stupid engineering IMHO. FWIW.
As far as I know, C5s have 3 generations of fuel filters. The earliest ones were simple and bolted to the frame, then somewhere around 2000 (don't quote me), they kept the location the same and added a pressure regulator that tripled the price, then as stated above, they moved the filter to the tank later on.
So for 2004, you have the best or worst situation, depending on how you look at it
My 06 2500HD has the filter in the tank also. The dumbest thing I ever seen. This is my 10th Vette, and 2 were C-5's. Both of them have had these little quirks, that bug the crap out of me. The electrical is the worsted. They say the C-6 is the best with lots of improvements. Like the saying goes, "Keep it simple stupid" What ever happened to that "poor mans" Vette that was supposed to happen?

The dealer is correct.The filter on your car is inside the fuel tank,attached to the fuel pump module(like most modern cars).It should not need to be serviced unless you have a fuel contamination problem.
