The cross tube is a hose with hose clamps attaching them to the tanks. It is a pain. I used either 5/16 or 1/4 socket and a small ratchet with swivels and short extensions to get in there.
After it's loose - then you have to get the hose to "unstick." Another fun job because you can't get a set of channel locks in there. It's a pull & tug and a little bit of assistance with a flathead screwdriver.
I have pulled mine without removing the drive train. I did have to lower the tranny down to get enough room to disconnect the cross tube. The cross tube is a PITA even with the drive train pulled.
My service manual simply says 'Disconnect the tank crossover hose (5)' with no other assistance on how that might be done.
To the OP, I recently removed the right tank without lowering or removing any drive-train parts. It is a real pain to get the hose clamps loose and to remove the pipe. An even bigger challenge for me was the small vent pipe. Its difficult to unclip the fitting with just one hand.

My service manual says the same....
16. Disconnect the tank crossover hose (5).
17. Disconnect the EVAP pipe quick-connect fitting (2) at the left fuel tank EVAP pipe (1).
18. Cap the EVAP pipe in order to prevent possible contamination.
I got the right side out last night without much trouble. The crossover tube is flexible and only held on by a radiator-type clamp, so once I unscrewed it I just bent it out of the way. Once you get that out of the way check for other hoses. I managed to miss 2 and they pretty much came out on their own.. so I probably need to replace them.
I hope you took some pics I will be ripping mine out soon to replace the fuel sending unit so it would be nice to see before I jump in. If not take some on reinstall!
thanks guys...still trying to get these out....PITA is saying it lightly.....I will post as I work on it (weekends due to working) and share what I did ...any more advice would be appreciated!
worked on it again yesterday for hours...cant seem to get a wrench/socket or my hands up to loosen the cross over clamp...toke off the y tube to get more acess...still tight up there.....Any suggestions.....if its this hard to take out....how hard is it going to be to put back in? GEESH!

You haven't really said just how you are going about this. I'm just assuming that your car is on jackstands and you are working on your back from underneath.
That's generally the way I did mine but I have a KwikLift so I have a good bit of room under the car. I was unable to get two hands on the crossover pipe at the same time. I also couldn't really see what I was doing when I had one hand up there. Just had to do a lot of it by feel. I used a 1/4" drive mini ratchet with a swivel head, short extension and socket for the clamp. Took several minutes to get it loose. As I said before, the fitting on the small vent pipe was just as difficult but I got to it by first removing the big rubber crossover hose then dropping the tank a few inches allowed better access to the small pipe fitting.
The good news is that the installation is way easier than removal. At least it was for me.
There is also a tank pressure sensor that presses into the top of the right tank that needs to be removed while you are removing the hoses to the carbon canister. I forgot to do that and I damaged it when I dropped the tank with it still installed.
In general, this was one of the most difficult repairs I have done in a while. Simply because there is no room to work. I'm sure it would be a lot easier if the car was on a lift and I was working while standing.
OK...Been Ill and had to have two surgery's....going to get out and try to get these tanks out today....I am wanting to drive it as the weather has been nice. i will keep a post on anything that i find to make it easier....Here goes....what a pain in the A** this has been!
