I am preparing to install a set of TI muffs on my 99. Given the dimensions of the over the axle, upside down "U" exhaust pipe and the muff itself, is it possible to change this out in the driveway on jacks or do I need to put the Vette on a repair shop lift to get more clearance for the muff and U pipe assembly?
You have to get the rear end way way up in the air, 30 some inches. I did it with jackstands and I was a fool. If you don’t have access to a lift, let a shop do it.
i did my ti's in the garage. it was not pretty. had the 4 jackstands up on stacks of 2x10s. take the rear swaybar down and it will help clear a lot as well. if i had it to do over again a lift would be a must
I was able to get my B&B catback off very easily at 30" on jacks in my garage.
But I wasn't able to get the 1 piece Ti catback over my rear axle without getting it on a lift. It just didn't fit in there with the rear suspension compressed on the jacks. Maybe I did something wrong, but I spent a couple hours trying to get it in there with no luck.
When your car is jacked up in the air your suspension should be unloaded and dropped down just as far as it would if it was not lowered. As you can see in my picture earlier I was able to fit a yard stick under there and needed every bit of the space as I had to scrape the mufflers on the ground to get them out...
And now that I think about it the only thing that affects clearance is the sway bar, ride height or suspension being loaded or unloaded doesnt affect it. Ive done it both ways.

In my case, it wasn't that I didn't have the space to turn the muffler flange, I had it high enough to spin the flange in a 360* motion. I think I actually had the car 36" off the ground. I tried every angle, the Ti just wouldn't fit over the axle without bumping into the floor of the trunk.
I am going to go to a muffler shop some day this week to see if they can get it on a lift.
By the way, if you take it to a muffler shop, do they still have to drop the sway bar even though it's on a lift?

Its very trick the first time you do it, after that it becomes progressively easier. It is pretty difficult to explain it with out actually showing someone. If I remember correctly though you will want to swing the muffler section to the outside of the car and have it directly under the car right behind the tire and it should slip over the axle.
