Default brake pedal wont return to normal position

did a search on this...read a few articles bout similar problems but i wanted to get your guys take on my prob. 2001 coupe. I have cross drilled rotors(all 4) and ac delco pads(factory with 65k) on them. Dont get any pulsation or pulling but when i take the car out for a normal drive, after maybe 10 min of driving, when i apply the brakes, the pedal wont return, i have to take my foot and lightly pull it back up. I also had a mechanic test drive it and he felt as if the fronts were slowing the car down slightly...no locking up but not allowing full free wheel anyways. I havent bleed the system or flushed it, i added some valvoline dot4 fluid to the master a few times in the 5 years ive owned the car. Nothing leaks, however every now and again i get a slight amount of fluid around where the 2 parts of the master cyl get put together..agian..nothing major. No codes are being thrown. Any ideas at all??

There was a TSB from Chevrolet about this when the cars were new.
