The 1998 that I have right now had the column lock failure 2 years ago. They replaced the module again last week, as the new improved module failed for the second time. I bought the column lock bypass kit, but found out on their website that the bypass will not work with the new control module.
Does anyone have any schematics, drawings or information about the solenoid and/or the control module that locks the steering column so I can figure out a way to permanently get rid of this problem?

The details you gave don't quite match what I know about this problem.
Do you mean the dealer attempted the recall this last time? The recall essentially installs a bypass relay to trick the computer. Depending on your trans type, they would also install a new locking solenoid (M6), or a modified locking ring (A4).
The recall should work, if they did it - and did it right!

On the automatic they take out the locking ring and install a spacer washer. That way the pin has no holes to lock into. The pin still works in/out as before. On six speeds the locking ring is still there and the pin does engage it to lock steering column. Have seen previous posts where the new relay they install has failed resulting in the column locking. I have seen the drawings but not sure you can defeat the system.
You should reverse the "GM fix", and then install a bypass. Actually, the GM fix can be made to work just like a bypass by unplugging the colum lock motor, when the wheel is in the unlocked position (Key is in "ON" position). The added GM "fix" relay will then act like an aftermarket bypass.
