I was wondering this difference as I have been told that to reprogram my BCM that I need to find someone with a Tech 2 tool. I have bilsteins on my 98 C5 and no longer the ride control shocks and the computer does not know it. Therefore, the D.I.C. says - "Shocks inoperative" Dont exceed 80 M.P.H." If I try - it cuts the fuel.

You can flash any module (PCM, BCM, EBTCM, TAC, ...) with the Tech-2, assuming you can get the flash loaded to the Tech-2. LS1-Edit is strictly a PCM programmer.
I believe that certain changes done in Tech2 are not permanent, ie they only stay active as long as the Tech2 tools is still hooked up, whereas LS1 Edit changes are burned into the flash memory of the car's computer. He is correct though, Tech2 has a much broader scope of control.
However, for disabling F45 Ride Control, I have heard that the computer in the driver's side rear compartment is the F45 computer, and that you simply need to unplug it, start the car, clear all codes, and they won't come back again. You've got nothing to lose trying that approach first, and I'd love a confirmation on this info.

actually to remove an option you don't have to reburn anything it is just an rpo reconfiguration, although i don't know if that will correct your problem you may have to loop your shock terminals, (trick the computer).
