As mentioned in the NCM news release on the 02 ZO6 it is one of the items which eliminated is in part the cause for the 02 models' power increase. What is it?

Their small Cat converters up front by the engine. If you get headers, they go :seeya I'm planning on losing them by installing a set of TTS Headers from Exit28motorsports.

Before everyone grabs their hacksaw, be sure to know what your local emission control standards are. I know here in SoCaL getting rid of the PupCats and adding non-CARB headers is a big no-no.

If you see a pup-cat's composition, you would have to believe they are very restrictive. I cleared mine out and can swear more pull above 3500 rpm; but it may be some wishfull thinking :)
Although I have not seen it done personally, I have heard of personal accounts of the local constabularies using "the telescoping golf club" with a mirror at the bottom here in FL. This of course keeps them from having to bend down to inspect your suspect loud exhaust for no cats or altered cats.
Of course this would only work for what they can see. :D
I would also think they would have to know (remember - or keep a list) how many cats\configurations you were supposed to have.
But it sounded like a ticket is still very much a reality. The result was for a fine and proof for the replacement.
I hollowed those "pupies" out. I first installed two Bassani x pipes, one cat eliminator pipe, and one rear x pipe. This combo along with my PRT exhaust was way too loud. Since I had the H pipe assembly out I drilled, scrapped and vacuumed out the pups. I was very careful not to leave anything behind that may clog the big cats up. My car was a bit louder and seemed a bit more peppy. I believe I will pass smog as I will drive the car in warm, do the visual, then the test. Next year I'll find out?
I understand what you are saying... that the dolts working at the "Gore" inspection station probably would never figure out that the pup-cats were missing. But I feared they would see the welded in tubing sections (where the precats would of been) and that might tip them off.
I realize I'm being a little too cautious; but this environ-mentalcase smog testing is the biggest crock going... and they have you by the ***** if they fail you.
My only other option to maintaining a factory apperance - minus the pup cats - was to purchase the 2002 Z06 factory H pipe. This puppy is VERY expensive since it also contains the main cats. I think it was about $1600 shipped from Fichtner.

So, I ain't scared of not passing, many have alread passed. Sould I name some??
The pre-cats are there for cold starts only. I know of no states "Gore" testing that requires owners to leave their cars at the facility overnight so they can check emissions on a cold engine.
Once the car is at operating temperature, the main cats do all the exhaust emission cleanup.
