Everyone on this Forum is an "expert". I don't believe you can get a valid voltage reading while on a charger, even if it is in "float mode". For accurate voltage measurement and comparisons, you should remove the charger and disconnect the negative cable to remove any parasite load. Then take the reading. The down side to this is the requirement of retraining a few of the computer systems after reconnecting the battery. If in doubt about the condition of your battery and you aren't sure about the age, a load test will be required.
While the car is in storage--is 13.60 volts in float mode about right while being on a battery maintainer?
13.6 volts in float mode is perfect; even for long term use.
The battery is fully charged at 12.8 volts. 13.6 volts will overcome the internal cell resistance of the battery, and keep it fully charged without excessive gassing or water loss from the electrolyte.
