Have you lowered the steering colum? There should be plenty of slack in the wires to see how it is connecteted once the colum is lowered. There are two nuts, one on either side, on the lower part of colum behind the panel.

The solution is simple but hard. You have to squeeze the clip on the connector and rock up and down while pulling back very hard. This connector is in there very tight. I didn't realize it was a circuit board type connector.
