Recently I noticed that the driver side headlight motor keeps spinning for several seconds after(manual headlight ****)the headlight engages (up and down). I unplugged the motor and cleaned the connectors, plugged them back in and still the same issue. I changed the plastic gears out for the brass ones last year.
Could this be a wiring issue or possible the headlight motor going out?
Did you use a T-bracket? If not check and make sure your epoxied "cover" didn't come loose.

By the OP's avatar it looks like he has a 99 which should have the metal motor case and the three screw cover which wont need the t-bracket as you dont reglue the cover, unless he has an odd 99, which could happen.
The stops could be bad. OP did you replace the rubber insert with the new brass gears? I thought maybe a short, but that usually makes the motor run non-stop.
