What type of symptoms does the c5 have if the magna steer is not working?

You will lose your steering assist at low speeds. At medium speeds steering will have the same resistance as when the system is working. At high speeds or in quick corners the system will not increase resistance so the car may feel more nervous or darty as the driver will tend to over correct the steering.

Thx Bill it does seem hard to steer at low speeds.
