I don't know if you've got a different problem or not, but there have been many threads on the hazard switch causing the turn signals not to work. Usually a few cycles will get them working for a while. One fix is to bypass the hazard switch with a kit, and another thread describes how to change the flasher without removing the dash. If you go to Google and search C5 hazard switch, or C5 turn signals, you'll find some good writeups with pictures on how to do both methods.
If you are actually getting moisture in the hazard switch, you've got a bigger problem than this.
