99 FRC with 01+ Block??????
I recently have completed full bolt ons and during the process I had decided to do a 04 valley cover since I had the crappy ls1 PCV. I had the Dremel all hooked up and ready to cut the protrusion in the way once I had the ls1 valley cover pulley, but upon removal I noticed I didn't have the protrusion in the way? The car has the 853 heads, had the ls1 intake manifold at the time, had the ls1 PCV, etc. It had everything that screamed pre-01 ls1 besides the block. I checked the cars records since it was brand new (I'm the 3rd owner) and it only shows oil changes. Is there a chance that some pre 01's came with this block? Or was motor blown at one point?

i have seen weird stuff before but it would be odd in your case since the 01 block wasn't even around in 99

Take a picture of the front edge of the block, you can see it in front of the passenger side cylinder head and also in front of the valley cover above the water pump.
