Another headlight door thread - mech adjustments?

I have checked the electrical plugs/connections and all looks good.
When it will not open, the manual **** is always tight.
Right light assembly **** is never "tight", but it opens every time anyway.
If I rotate the left manual **** just a little (to loosen it), the headlamp will pop up when the switch is turned on. No need to rotate it manually all the way up.
I have tried to lube (heavy silicone "O" ring lube) the **** to housing gap (where the **** tightens against the housing), to no affect. It still "gets" tight.
My thoughts are that it is powering past it's mechanical limit (tightens the **** too much) before the headlamp control module sees excess current and shuts it off. But the headlamp assembly functions properly (if used daily), and fits exactly where it should be both up and down. Has the gears been missassembled and is a tooth "off", or is that even feasable? Is there some internal washer or shim that is missing, that allows the **** to tighten against the housing?
What am I missing?
Thanks,
Plasticman
