Have you checked the radiator to make sure it's not full of trash? C5's are bottom breathers and can suck up all kinds of junk into the condenser/radiator. There are several threads on here that show various methods to clean the radiator.

Good luck!

Sounds like your fans aren't coming on. Could be as simple as replacing a relay. See this thread for a discussion on how they work.

Fans don't hit high speed until over 230 degrees, could be normal. Although I think they're supposed to run ***** out if the A/C is on. How dirty is the radiator?

The low speed cooling fan is commanded on when the coolant temperature reaches 108°C (226°F). It is turned off if the coolant temperature lowers to 104°C (219°F). The high speed cooling fan is commanded on when the coolant temperature reaches 113°C (235°F). It is turned off if the coolant temperature lowers to 108°C (226°F). When the A/C is on and the coolant temperature reaches 85°C (185°F), the low speed cooling fan will be turned on at vehicle speeds less than 56 kPh (35 mph).

This is right from the tech manual.
