I got my engine back from the shop that was supposed to build it in disassembled form. I seem to have most of the parts except the part circled in red. Looks like some sort of starter shield? Anyone know what it's called or what purpose it serves?

It serves as a kind of "close-out" panel or dust/water shield, etc. There are two. One passenger side and one driver side. GM calls them "trans covers"
Passenger side: 12562042
Driver side: 24232355
ACDelco has them for sale
Numbers 458 and 460 in the diagram:
They're pretty cheap. Personally I would keep them in place.
