Coolant Temp at 228?!

Coolant Temp at 228?!
Okay, this can't be good. Pulled into the local Dairy Queen today and the coolant temp was 198 or so when I pulled in. After I sat there in the drive through for a minute or two, it was up to 228, and then started fluctuating between 217 and 228. I never heard the fans kick on either which is sort of odd.
Guess I will start with the connection to the fans and make sure they are connected. Any other ideas.
The thermostat was obviously opening or the temp would have kept going higher and higher, although, it may be opening at a higher temp for some odd reason.

Normally when cruising it is around 187, but have noticed when parked it spikes up rather quickly.
The outside temp was 91.
