In theory: It progressively stiffens the suspension, allowing you to choose between a cushy, supple Rolls Royce type ride for cruising, an agressive sport sedan in between setting and a razor sharp racers edge setup just like a Formula One car for serious roadracing.
In reality: It pretty much does next to nothing, at least nothing measurable by the seat of your pants. If yours doesn't seem to be working that doesn't mean it's broken, they come that way from the factory.

Mine works great. Make sure your air in the tires are at the correct setting. Over inflating them causes the system to get confused.
The shocks are elec. controlled by the PCM. It dosn't use air or controls the spings. What it does is control the oil in the shock by opening and closing the valve to produce a stiffer or softer ride.
Do a search as there are some really good write ups on this topic.
The system may not be the best for handling but its great for an everyday car.

Concur with the comments above. Mine works great as well. I can definitely tell the difference between the three settings. Usually keep it on sport while around town. Only use performance when I'm running the black line letter roads around Missouri and Illinois. I think it's worth the money and would not be without it. Had 2 other vettes without it - won't again.
