OK. I was dumb and replaced my rear view mirror bulbs with power on. The lead came loose and shorted across.
I no longer have courtesy lights but the door and dash lights come with the door and I can turn on the mirror lights with the mirror switches.
I can't turn on the lights with the dimmer **** but it will dim the dash.
I checked all associated fuses and swapped around relays to no affect.
I pulled codes and got B2647. I thought sweet I only smoked the sensor. Bought a new one and well it turns out I never had one. The wire was still taped to the harness. So I went ahead and ran the wire and plugged it in.
Does this mean it is definitely the bcm?
I saw the procedure to have it learn but still need tech 2 to have rpos installed. They're only $100 for a reman. Should I just try that next or is there another place to check first? Thanks.
Check your sun visor vanity mirror and glove box lights. If they are out, and if you haven't already done so, check fuse #2 in the passenger foot well panel.
Glove box light works and mirror lights work if I turn them in manually with the mirror rocker switches.
Fuse was good too.
Ordered a reman bcm but really hope it could be something else that might be the issue I can fix easier than getting someone with a tech 2.
Really disappointed the fuse didn't protect the bcm if that in fact is the problem.
29 was indeed blown. Never checked due to description "Diagnostic".
I got foot well and center mirror lights back but not the visor lights.
I checked 2 and it was also blown.
Everything seems back to normal and my wallet is a $105 lighter for a bcm in the mail.
I swear I checked 2 earlier.
I really appreciate everyone's help and lesson learned to unplug my source during repair.

Your initial trouble description seemed very similar to when I blew a fuse or two doing LED upgrades. I forget to ask about the under hood light.
I don't have a bulb under hood. I store in the garage with a tender so my hood is always open as I don't drive the car much due to kid hauling and weather.
Yeah I'm happy to not have to replace the bcm. Even found my assorted fuse kit.
Having a spare BCM is a good thing. I plan to order one.
Having the FSM and your description made it pretty easy to identify the bad fuse. When I saw what it was described in the Owner's Manual I figured it was not one you had checked.
