I notice all the used emergency brake set ups come with the brake cable attached. Is this because when u change assembly u cant swap cable at the handle easily?
Not at home with the FSM but I would think since it is a separate part shown in the parts manual it is not hard to remove/install. I assume they just choose to sell it as a "unit". If no one else chimes in I can see that the FSM says later.

You can swap the handle no problem, the cable is just attached with one of these connections, quite easy to remove with either a flathead screwdriver, or a hose clamp:
I just fixed mine...if your handle is "broken" I recommend fixing it rather than replacing it. More than likely it's just the rod that connects the button on the handle to the gear in the handle that has teeth on it... the rod comes undone and then the handle won't latch anymore. The OEM design is flawed and I read several reports of guys who replaced it and had it fail again.

That's exactly right. The handle bolts to the trans tunnel with 3 10mm bolts. With the handle in the rested mode (or broken in your case), it is not under tension. Once you remove the 3 10mm bolts (and one small electrical plug), the handle will dangle by the cable, you can compress the 3 tabs with a flathead screwdriver one by one, or use a hose clamp, the above picture is just a reference point.
