steering rack question

I am in the process of putting my steering rack back in the car. Of course there are 2 bolts that hold it to the car. My question is. One of my bolts only has a nut. The other has a nut and a washer. I dont remember which side the washer bolt came from. Does it matter or am I giving it too much thought?

The parts manual shows the washer behind the head of the bolt, driver's side

The washer goes on the driver's side between the bolt head and the break pressure modulator bracket.
