Default why such a small amount?

I am in the process of flushing the radiator out on the new to me 02 Z with 13,500 miles. I removed the recovery tank cap,opened the rad cockpit and let her drain. It looks like this only yielded me a little over 3 qts of fluid not the 6.5 it seems most people get. So to make sure it was under 4qts I refilled the system with water and it did not take a full gallon to get to the full cold mark. What is wrong with my system to only have that much come out?

I haven't done it on the C5 yet but on my truck I had to pull a coolant hose off and remove the thermostat... Since it's closed you still have a lot of coolant sitting in the block itself

Thank you for the reply,you are correct. I am just a little confused as to why under 4 qts came out when most have 6.5 qts come out at the initial drain point.
