Fuel Pump Relay Problem

Fuel Pump Relay Problem
So I am getting the car back together and I attempted to energize the fuel system to verify it working and check for leaks before I put the rest of the car back together. This is where I discovered the problem. The fuel pump relay is not energizing.
Here is what I have done to troubleshoot it:
- verified pin 85 is grounded
- verified pin 86 has voltage - 11.2 vdc
- verified proper voltage going from fuel pump fuse is going to pin 87 on the relay - 11.2 vdc
- I can connect the relay directly to the battery via pin 85 and 86 and the relay solenoid energizes
- if I manually work the relay the fuel pump does turn on
- when I plug the relay in and check voltage thru the relay I have 0 vdc going thru pins 86 and 86
I do not want to put the rest of the car together until I get this issue resolved. Anyone have any ideas?

UPDATE:
I can get the relay to energize if I use the ground pin and a jumper wire from the battery, but if I use the power pin and a jumper from the battery it will not. This puzzles me because I get battery voltage at the power pin....
