ACA headlight install problem #2 - passenger low beam quit working

Last night when I installed the ACA lights with the harnesses, the passenger side low beam did not function. I checked the fuse panel in the battery den area and noted fuse #8 was blown, so I replaced it. Both low beams functioned at that point. I then reverted back to stock and checked low and high beam function trying to solve my problem above. All lights worked normally. I then reinstalled the ACA lights with the harnesses again and noted that both low beams functioned. Not solving the first problem above, I called it quits last night.
Tonight I tackled the first problem and solved it
. But I noted also, before I touched ANYTHING on the car, the passenger side low beam WOULD NOT TURN ON!!
I tried a stock low beam bulb in the stock socket. Got nothing. I checked the #8 and #10 fuses in the battery den fuse box -- both good. So I pulled out my trusty multi-meter and took the following readings at both the ACA sockets, the stock sockets, and the gray headlight connectors next to the manual headlight *****. All sockets gave the same readings as follow:Headlights OFF
Driver's side low beam - 0.0 v
Driver's side high beam - 0.0 v
Passenger side low beam - 140+ mv (it continued to rise)
Passenger side high beam - 0.0 v
Headlights ON (Low Beam)
Driver's side low beam - 12.4 v
Driver's side high beam - 0.01 mv
Passenger side low beam - 10.79 v
Passenger side high beam - 1.6 mv
I CANNOT explain or understand how this happened. One night the lights work normally, the next night -- POOF. All other lights and functions of the car work 100% normally. I am thinking that I maybe blew out something else last night when the #8 fuse blew, but it took another day to manifest?? I don't know how to fix this problem since it is clearly an issue further inside the wiring harness. Perhaps a bad ground?? Where is the passenger side headlight harness ground?
Since I am running new harnesses to supply the ACA headlights with power, can I just run a new wire from the driver's side low beam headlight power wire (red) over to the passenger side low beam power wire (red) in order to bypass the passenger side wires and still get the "on" message from the headlight switch?
This "simple" headlight swap is turning into a BIG hassle!!

. The culprit, after all the time with the multi-meter checking all of the circuits, connections, battery, sockets, etc., was the darn #8 fuse!! I had put a fresh one in the fuse box the other night, and I guess that one was not fully 100% good. It seemed to allow a certain amount of current through the wires, but not enough to light the bulb. I finally figured it our because I had installed one of those fuses with the LED on the top that lights up when it is blown. As I was continuing to mess with the lights tonight, I noticed the LED was lit. So I plopped in a 20 amp fuse instead of the stock 10 amp one and ~ voilà ~ passenger low beam lit up the night
.Once that was done, I attacked the halo rings and got them rigged up to a switch that I will mount in place of the ash tray in the center stack. I have them working off of a 40 amp relay mounted in the battery den. Works like a champ. Now I can independently control the halo rings regardless of whether the parking lights or headlights are on. I need to take apart the center stack in order to mount the switch, but I will save that project for another day
.My H11 55w 6000k HID bulbs shipped today and should arrive on Friday, so I can install those in place of the halogen low beams that are in there now. I will take some pics once everything is buttoned up.
