hi guys, i have a 98 hardtop convertible,and i often forget to lock the latch causing the roof to fly off. so i was wondering if there was a way,or a part i can buy to bolt it down permanently...thanx

Yikes, sorry to hear that. If it's any comfort though, you're in good company. Lots of other guys have done the same thing.
I'm not aware of any device or gadget that helps prevent this, but maybe someone else can jump in if they have any info.
Btw, there's no such thing as a "'98 Hardtop". All C5 Corvettes fall into one of three body style categories:
1. Coupe (RPO code Y07)
2. Convertible (RPO code Y67) In years from '98 to '04.
3. Hardtop (RPO code Y37) The "Hardtop" body style originated in '99 and beginning in '01 was used as the body style for the Z06.
Your car is in category one; "Coupe". All coupes have a removable roof panel, or "Targa" top" as many like like to call it.

Buy the "remove before flight" tags and attach them to the two handles when you remove the top. When you put it back on, you'll remember to latch it correctly.
