Sounds like a bad bearing in the tensioner or idler pulleys. A bad balancer is also a strong possibility. Remove the main drive belt and start the engine. If the noise is totally gone, check the tensioner and idler pulleys for bad bearings. If not remove the ac belt and check the balancer. It's common for the to fail.

It sounds to me like a bad water pump bearing. Put a stethoscope up next to the water pump and listen. Make sure you don't hit the pulley it hurts like hell. Sounds to me like you'll need to replace the water pump.
sounds like the tensioner bearing...IMO.....whats your temp in the car at?...any overheating or fluctuations in it at all?....my 98 ram had kinda the same sound....ended up being the belt tensioner. Easy fix...harbor freight even sells the tensioner wrench making it 10 times easier to pull the tensioner back and get the belt off. Good luck.
