Bad contact in relay
Two bad horns (stuck or open)
Broken wire
Ground loose or corroded on horns
I'd put 12v on the horn wire. If the blow, the horns, ground, and wire from that point are good. You could also have someone hold the horn button down and tap on the relay to see if you could get a sound out of the horn. If so, change the relay. A more civilized way would be to measure for 12v coming out on the relay wire to the horns when the button is pushed.
If applying 12v to the horn gets no sound, connect a wire to a known good ground and touch the horn housing with it. If it blows, bad ground connection.
This car has a procharger installed with I guess intercoolers up front. I'm thinking maybe they unhooked horns?? If they were unplugged, would the relay still click. I tried several like relays.

When I bought my vette and on the drive home (3hrs) my horn wouldn't work and after many attempts on pushing on the horn location it finally started working, taught me a lesson to try every button option on a car before u puchase. I think car had been setting and used on a daily/weekly basis. works fine now, maybe a stuck relay ????????
Well I reached my hand down through hood by headlight, and wiggled the horn connector. I then hit the panic button on the fob. The horns fired, but sounded awful then quit. I can make them work a lil, then they quit. I blew out the horns and connections with duster can. Should I just buy a new set of horns??
I installed new horns from Chevy today. Works perfect. One of my old horns would not work at all, the other tried. They sell you a high and a low note horn. I transferred bracket and harness from old horn set...
