Well I am new to this forum, I have a 1999 C5 and have had it for about 5 years now. About 2 weeks ago a rain storm caught me driving home, the next day after turning on my car a strange whistling noise came from somewhere in the front by the throttle body. Took it off, cleaned it and still I had the noise. A friend of mine told me that water could have gotten into one of my pullies causing the noise. Any help will be greatly appreciated.. The sound is even louder when revving the engine.

Pull the serpentine belts one at a time and start the engine. Is the noise still there? If not, it is one of the pulleys/accessories associated with that belt. If yes, it is unrelated to the belt/pulleys/accessories.
I would then begin checking for an air leak (ahead of the throttle body) or vacuum leak (downstream of the throttle body).
Buy an automotive stethoscope which are very inexpensive. Have some one help you with the throttle and see if you can pin point the problem or narrow down the area.
If you have trouble in finding it I would be glad to look at your video but I doubt it would help me or us.
