My 99 has ac issues. What happens is when freon is added it stays cold maybe a day yet the system has a full charge. Nothing shows a leak. Also when the ac is on the force of air isnt hard. Im told its the evap core but who knows.
Did you add Freon to a full system or added Freon to make it full? Also, how and or who added the Freon? With the C5 adding Freon is NOT like you would do with older cars. It has to be EXACT for the system to function correctly.
I have a link on this at home if you still have issues once you address the vacuum concern.
Its a reputable ac shop. When he check it, it had a full charge so we emptied the system and everything and refilled and tested for leaks and no leaks. Even now it has a full charge but doesnt blow cold and doesnt have force behind the wind

A good shop would have found the vacuum line problem. Get that repaired and then see what the air flow in doing. Does the ac light on the control unit stay lit or does it blink? Is your outside temp sensor reading correctly? Have you pulled the codes using the dic to check for an actuator problem? Never read or heard about an evap core going bad on a vette unless it is leaking.
