This looks like I have to take the starter out ? Is there another way that I don't have to take the starter out ?

I could suggest a method you could use to not take the starter out but that would be half-assin' it. Take the starter out and drill, tap and helicoil it - in the long run, you'll be glad you did. Plus, it's the right thing to do.

I can think of a dozen other things to do on a C5 that's worse then removing a starter.....do it right the first time. You'll be glad you did !

Not an option IMO
Do as others have noted. I guess you didn't read the thread(s) about always using a torque wrench?

Moving forward,
Option 1: Have it calibrated
Option 2: Throw it away and buy a new one

you don't need a torque wrench for starter bolts, just don't be he-man when tightening them

I've been around plenty of people working on cars, some people just can't help over-tightening IME. A torque wrench IS your friend.
