I can turn on my lights once and they will pop up. Once I shut them off and turn them back on they will not pop back up until I shut off the car and let it sit for a while. I have also noticed and slight dim in the dash lights and head lights when I tap the brakes. Not all the time but sometimes. Anyone help me out here?? It is a 1999 coupe.

Have you moded the lights at all? If you have you may have a ground problem. I put the T-84's in my 99 and if I shut off the engine prior to lowering my lights they will stay up. They'll go off, but stay up.
I have that same problem yesterday. I have a 1999 Torch Red Coupe with 31000 miles and put into service on 4/99. Found this problem when I parked inside the factory parking lot. When going pass the guard gate, I turned the headlights off and the headights retracted, but when I turned them back on, they did not go up. After I parked and turned everything off, I started it up again and the headlights came on.
Again this morning, started the car in the garage, and the headlights did not want to go up. Turned the car off and started it again, and still the headlights did not come up. The third time I waited until all the gauges set, the chimes stopped, started the car, and the headlights came up. Haven't checked the DIC to see if I have any codes.
Your problem sounds like the same as mine. (IDENTICAL TO MINE) I can let it sit and they will come up. Then try it again and they will not. I have done no mods to the lights. It is a 99 with 9000 miles delivered in Feb. 1999. I was just told today that if I disconnected the battery and let it sit for about 30 minutes it might fix the problem. Think this might work??
Vetless, did the removing of the negative battery cable work? I am still having the problem of the headlights not popping up after starting the car or after turning the light off with the engine on then turning them back on. I can see the headlight on but it doesn't pop up.
I was having the same problem, the positive was not loose, but it was not tight.
When I turned the lights on, the light turn on and then they flip up. But since the battery connection was not good, it would short at the battery and stop the light from flipping up.
When the your dash and head lights flicker, it means that you either have loose connection at the battery, bad battery, bad alternator, or bad switch that turns on the alternator.
A loose battery, if not fixed will break the switch for the alternator. Which will then kill the battery, since it will usually get stuck on and over charge the battery.
