After owning my 99 C5 for almost 2 years now, my Traction control started to work!...I Believe i know why...apparently if you don't activate and use ABS/Traction control, and drive the car easy the ABS controller will seize up...I read that you can free ti up by going 60 and slamming on the brakes...this might work if it not too bad, but if the car has been sitting for a long time as well, it wont be enough to free it...
What made it work for me was getting on a nice flat stretch and take it up to over 140, and not lock them up, but brake hard down to 70, modulating so you don't lock them up, and bingo!...TC/ABS now function once again...it took 4 times to free it, but the system finally works again...
This seems to be a common problem, and the only other fix to replace or disassemble and clean the ABS unit...not fun, and not cheap if you have to pay...
The EBCM does balance the braking between the front and rear brakes like a mechanical pressure regulator does so what you did probably freed things up without actually applying ABS. Very interesting.
We will take it for granted you did this with no traffic around. Many of us have gotten Tech II's so we can exercise the EBCM in the garage.

I live in the San Joaquin Valley, and all roads here are straight and flat...There is a nice empty stretch that is 2 miles long...I hit 145 in around 7/10's of a mile from a rolling start of around 60, but i make sure there are no other cars around when i do this..
Im trying to get used to driving at at 130 to 140 because i want to go to Nevada Open Road Challenge in May...I go to the track but i only get to around 120 to 125 in the straight and for just for a few seconds...
I wish there was a superspeedway in my area, but Laguna Seca is the best track in my area, and you can't keep a sustained speed that fast there either...

hahaha...on thing i can say is that it hasn't changed in over 40 years!...wait!...there are 3 new houses, and we actually have a water and sewer system...The population has stayed the same as well...I'm the de facto Mayor...
You also have to be going over a certain speed before the system calibrates. If I remember correctly the speed is 6 mph.
I was at a Saturday night cruise in about 10 years ago and told a C5Z owner how the system calibrated itself and that AH didn't work until the calibration was complete. Five minutes later he pulled away from his parking spot and slowly twisted and turned through a throng of people to get to cross path in the parking lot. At this point he opened the throttle, popped the clutch and turned the steering wheel to make a 90 degree turn. This resulted in some tire squeaks and a loud bang as the back end of the car came around about 120 degrees and forced the front end over a curb and into some shrubs separating the cross path from the main part of the parking lot. He was lucky he didn't injure or kill anybody as there were people standing all around that spot.
