It seems fairly straight forwarded, but just wanted to verify
My wife's AC was low of Freon, so I started adding some and when the level got high enough to engage the clutch, it WOULD not turn and would almost shut the engine down.
I'm assuming the compressor is locked up, but since I've never had one seize, I wanted to make sure before spending the $$$

Sounds like it to me. If your so inclined you can check by...removing the A/C belt, disconnect the 2 wire harness, jumper the compressor. U got 2 wires going to it, a Dark Green which is the hot and a Black which is the Grnd. Make up a couple of jumpers, ground the lug to which the black wire goes to and run a temp. hot feed to the lug for the green wire. Have the clutch engage and see if you can turn it by hand. But from what you are telling us you may not have to go through this process
