2002 A4 3 to 4 shift question

2002 A4 3 to 4 shift question
First off I did a search and all I can find is problems with the 2-3 shift or the 1-2 shift or no reverse etc. I think my question is different:
Shifts fine through all four gears if put in drive. If is run thru the gears individually with the shifter I get smooth shifts all the way from 1-2, 2-3, but when if shift to D (4th) it will flare a little.
Could this be programming, solenoid, or....
The trans if full of fluid I checked it myself while in the proper temp range on a level rack. Trans was flushed about 5K miles ago by the PO.
Should I be saving for a rebuild or will a reprogram or even a transgo kit be the way to go?
