Fuse Box wiring issue

Fuse Box wiring issue
Okay i sent my car into the shop with my friend because the AC wasnt blowing out cold air. We checked the fuse box and found something like this
some previous mechanic did this to the fuses and idk why. Also the magnet on the clutch in my compressor broke off (white thing in the picture below)
if you guys may have a solution to this headache i would greatly appreciate it

What year is your car. I will look at the schematics and try and figure what the hell they did that for. Without that I can't determine if they connected on power in or power out of the following and why they connected to both on the center fuse.
Quick look at the OM says:
The fuse #4 on the left is for the Driver side door module
Fuse #18 in the center is for HVAC control
Circuit Breaker #36 on the right is for the Driver seat and protects the circuits for the motors.
Obviously, we don't want to leave it that way.

OK, I have all the info on your situation. You have driver seat motor power and driver seat control module power tied into the HVAC power to the "head unit" in the dash console.
I would suggest you put the driver seat in a position you like and remove that wiring.
Then let's see what the situation is for seat and HVAC control. To leave things this way is NOT a good idea.
The only reason I could even think would cause that wiring to be done was some sort of potential internal fuse box issue that affected power feeds.

I would suggest you put the driver seat in a position you like and remove that wiring.

I still dont know why they would do that.
