How closely did you look at the connector pins for cold solder joints? If there is a "ring" around the pin then the solder joint is likely bad.

In trying out the tech 2 I did stumble on the menu for reprogramming a BCM and, yes, you are correct it appears to just ask me which RPOs it has. I exited out once I saw what it was asking...I'll revisit tomorrow once the new BCM is in place and communicating with the PCM.
