When turning the headlight switch to "ON", both lights comes on, but the headlights itself stays in the down position. No rattling or any other gear noise from the headlight motors.
I realized a clicking noise with an intervall of about 2 seconds comming from an area under the driver headlight. The clicking sound is always there, regardless of if the headlight switch is on or off.
Are you certain the clicking is coming from under the driver side headlight??
There is a control module that is known to fail for the headlights. But it is under the passenger side headlight.
Highly unlikely that both headlight motors or gears in both headlights would fail at the same time. I would suspect the control module or perhaps fuses but even there since there are two fuses, one for each motor, it's unlikely that both fail at the same time. Fuses 3 and 4 in the engine compartment fuse box.

I have the same issue with my 99' C5, but on top of that, my running tail lights, dashboard and A/C buttons will not light up when the ignition is on. I feel like it is a problem with one of the fuses as well because this all happened after I replaced a signal light. Let me know if you find a solution!
I just checked the fuses. All OK...
And i had a look into the GM Service Manual. They say for the 1997 C5 the Control Module for the headlight opening function is somewhere below the passenger side headlight.... Maybe they changed the possition of that Module.
Problem solved. The batterie was broken. When i tried to start the car, the engine did not start, so i had to jump start it.
Then i tried to turn on the lights and i got the above mentioned problem in not poping up lights.
I never thought it could be the battery.
I had the car running for about 1 hour to charge the battery. After shutting down the motor and checking voltage, the battery just had 9Volts.
Replaced the battery. Pop up headlights work again...
