It might be the plastic gear in the headlights and/or the rubber bump stops. Any grinding noises when opening or closing?
You would need a kit like this one (pay attention because there are 2 different kits: one for "97 to early 2000" and another for "late 2000 to 2004") and follow these step-by-step directions. You'll save money and they will last forever

There is a TSB, that calls for shimming the driver's side motor. The parts needed for this are included in the above mentioned kit.
I have a similar issue, but the previous owner already changed out the gear to a brass gear. Sometimes the right headlight gets stuck. I have to physically push/pull it to engage with the gears again, after which point it goes up and down fine - for a while. I'm posting to follow, see what comes out of this thread.

I am having similar issue. Left stays open until I turn lights on. It goes down when right one opens. Does this sound like the gear problem or electrical?

These are well documented issues here on this forum. As mentioned you should consider both gear and bump stop replacement. If the motors are turning it is probably not intermittent electrical.
Headlight actuator gear failure along with oil pressure sender failure is not an "if it fails" but a "when it fails", in the words of someone more wiser than I "Seek and you will find".
