I had my engine pulled a few months ago for the oil pump.. had a tough steering wheel as well.
(make sure the power steering has proper fluid level)
From what I've read, try getting the front wheels off the ground. and while the car is running.. turn all the way left / right multiple times.. might help?
If not - could be other issue with the power steering... (

Should go back to the shop. They had the rack out to replace the balancer and didn't do a proper reinstall. Maybe lost some fluid when the hoses were disconnected or forgot to hook up the magnasteer electrical connector. This should not be a major problem.
