Default Lights in the Cowl not working

I just purchased a '99 c5. None of the lights in the front cowl are working (park, marker or fog). The cowl has been repainted and I suspect maybe something has not been hooked up properly. I have checked the bulbs and they are fine. Any suggestions about how to troubleshoot the problem? THANKS!

I am out of town and don't have my books. However, those lights start with the lamp switch on the steering column. The marker and park lights have to be on before thr for lights come on. First check the appropriate fuse the see if there is power at the steering column light switch. I am an old novice at this but that is where I would start

Not for lights but fog lights. iPad is to small for big hands.

I would take it back to where it was painted and have them fix it...

Unless it was at Xtreme Kustomz in Shelby NC...

It sounds like they may not have connected G102 ground point or you have a problem with the splice packs that connect to G102. Check for 12VDC power at the lights when you have them tuned on, to a good ground. If you have that, then the lights aren't grounded.

SP100 - Splice Pack 100
Forward lamp harness, grounded to G102, at the RH headlamp opening door assembly connector breakout (CKT150)

SP102 - Splice Pack 102
Forward lamp jumper, taped to harness approximately 10.0 cm (3.9 in) left of C100. Grounded to G102.

G102
Forward lamp harness, on the top of the RH frame rail, behind the RH headlamp assembly, ground for SP100 (CKT250)

Look at the schematics. There are other things shown in the schematics that don't apply so just look at the items I listed.

Thanks Greg_E for the great post! If I measure the voltage on one of the light sockets using the internal contacts for the bulb and get no voltage due to no ground. Can I then put the negative lead to a good ground and leave the positive lead on the bulb socket, should I then get 12v, or is there something else I would have to do to get 12v? Thanks again.

Yes. If you connect the black lead of your meter to a good ground like the engine block and the red lead to the power wire on the bulb socket you should read 12V when the light switch is on. If you don't then the problem is on the power distribution side of the circuit.

The fog lamps only come on if you have the low beams or parking lights on and the fog lamp switch is on. New car for you, so I just want to make sure you knew that.

If the headlights are working and the rear parking lights and turn signal lights are working I don't think the multifunction switch is the problem.

I also assume you have checked all the appropriate fuses in under hood electrical center.

Post everything that does and doesn't work in the front. Hi beams Low Beams Headlight doors etc.

Which lights work...
All rear parking, brake and marker
Low and Hi beam headlight
Fog lamps

Which lights don't work...
L & R parking, marker and running lights

Tonight I tested the parking and turn signal lights with a vom. I did not get any voltage even using a good ground on the motor. I also checked continuity on the ground of the socket to motor ground... no continuity. So it looks like I don't have ground or positive to the socket.

What should I do next?

Look at the front parking lamp schematic that I posted. Check to see if connector C100 is plugged in. You will see that the power wires for the parking and turn signal lamps go through that connector. Also look at the wire that goes from cavity A of SP102 to SP100/G102. It also goes through C100 cavity G. If C100 is unplugged you don't have power or gnd.

C100 (8 cavities)
Forward lamp harness to forward lamp jumper harness, RH skid bar in front of the horns.
