One of the headlights won't pop up on my 03. The motor runs but nothing happens. I have already done the gear switch from the plastic to the metal. I tried to manually open it but nothing happens. Any ideas?
If the motor runs, but the headlight doesn't pop-up and you can't manually rise it either, seems to point in the direction that probably the worm gear inside the motor is not engaging the round gear you replaced. Have you check to verify that the motor's gearbox has not opened, allowing the round gear to move away from the worm?
Rodney Dickman's kits have a very strong urethane glue and a lateral t-brace to prevent that from happening. He sells just the urethane adhesive and steel brace in case you need them.
I looked at the housing and it did not appear to have separated. I guess I'll have to take it back apart to see what is going on.

Those symptoms can also happen if the linkage is not properly on the output shaft of the motor. There are two flat spots on the output shaft of the motor that need to properly match up with corresponding flat spots on the linkage in order for the headlight to be pushed up and pulled down.
