Not sure if I agree with this completely; cold air is half the battle IMO. If having the intake at the front of the car supposedly gives more cold air charge into the intake than in front of the shroud, it should test better standing still also. The against on this, is on a dyno the hood is generally open, which would give a colder "under hood" temp.
Perhaps higher speeds would induce a ram air effect, but I (most people?) mostly drive at or below 50MPH, where this would likely not come into play.
Bottom line is, without testing by non-involved parties, no way to know for sure.
you may be right, I could feel the difference in third gear, before anymore mods were installed. that said it is all cold air and it's not just getting it from under the hood as with most others ??? I sure am not taking it off and replacing it with anything else !!
