Power Steering Out Momentarily on Startup

Power Steering Out Momentarily on Startup
On two occassions on startup I got a DIC message of "Service Engine" and no powersteering. Engine fired fine. When I turned it off for 10 seconds and tried again there was no problem.
Does anyone have any idea what this could be?

Checked the fluid and it was fine.
ON the way to work the power steering failed and the the temps starting rising so I shut it down. I took it to a shop a block away and they felt the harmonic balancer was bad--belt was not turning fast enough and the rubber part in the middle looked like it had given out.
Hopefully a new balancer tomorrow will fix it.
