Fuse box question
Does the open end of the footwell fuse box cover go on the top or the bottom. Common sense would tell you that it would be open at the bottom, not the top, but my only wants to go on with the open end at the top??? Thanks,

That is the orientation that is needed to install it. 
I think that GM designed it that way intentionally so that when the rubber udders for the wiper well drains get plugged up and rain or wash water backup into the car, it helps force the water to flow into the fuse box...............
