Default A/C Issue

I'm looking at purchasing a 2001 ZO6. Everything on the car checked out, but when I ran the Diagnostic check on the DIC, it showed a code for the HVAC system. It was code B0446 Right Actuator Out of Range.

For testing, I turned the heat on full and swapped the vents from floor, to upper, to windshield. Each position worked fine, and blew heat. However, I could never get the A/C to work. When discussing it with the dealer, they said most A/C systems don't work when the outside temp is too low (it was 19F outside). I seriously doubted this, as my BRZ blows cold air regardless. I have a C5 ZO6 right now (I'm buying a 2nd), but I don't really want to get it out of storage just to test this. When trying to turn on the A/C, the light would only blink.

Does anyone know what this code means, and what I will need to do to fix it?

Has anyone had this fixed by a dealer, and do you remember the cost? The car I'm looking at is at a VW dealer, so I want to provide a quote for the cost of repair. I may call a friend at a Chevy dealer tomorrow.
